According to the Guardian, the Trump administration is slowing and limiting access to the most advanced frontier models from OpenAI and Anthropic. The European Union’s AI rules, adopted in 2024, have also begun to take effect this year.

The Guardian article said those measures still do not amount to the kind of broad guardrails some experts say are needed to ensure AI systems are designed to support human interests. It pointed to proposals for rules that would push AI toward truthfulness and human flourishing.
